SUBJECT: Student Information System and Degree Audit Reporting System Governance Structure
This is the second e-memo in a series about the two student information system project for the University of Colorado.
One of the guiding principles for the implementations of the two student administrative system projects was the creation of a formal project management structure, including project teams, advisory committees (both University-wide as well as on each campus), and the formation of steering committees. This allowed for decision making at multiple levels of the project, and the opportunity for more open and effective communications about the system projects. So, who are the players and who is on what team?
First, the Executive Steering Teams - Campus Solutions (i.e., the new Student Administrative System) - The Executive Steering Committee is comprised of senior executives and principal stakeholders who are committed to the project and have the authority to make policy decisions that have department, college, campus, and institutional-wide impacts. This Committee also provides input to the Executive Sponsors on project issues escalated by the Project Director. Typically, an issue is presented to the Steering Committee when the issue impacts the project budget, timeline, or institutional policies. Issues impacting more than one department or organizational unit may also be presented to the Steering Committee for resolution. The Steering Committee is authorized to make decisions as appropriate to the authority of the members and the charge to the Committee. Since the likely membership of the Committee will be at a Vice President and Vice Chancellor level, the Steering Committee will be authorized to make almost all decisions related to project implementation. There may be some decisions that must be escalated to the President’s Executive Committee.
Current representation from the Boulder Campus includes:
Steve McNally, Associate Vice Chancellor for Budget and Finance William Kaempfer, Vice Provost and Associate Vice Chancellor for Academic Affairs Ron Stump, Vice Chancellor for Student Affairs Dennis Maloney, Chief Technology Officer
The Campus has also appointed Phil DiStefano, Provost and Executive Vice Chancellor for Academic Affairs, as the Boulder Campus Executive Sponsor for the Student Information System Replacement Project.
Second, the Campus Advisory Committee – The campus has formed an advisory committee comprised of directors of student service offices, functional project leads from those offices, academic administrators, faculty, information technology professionals and others on campus who are involved in the development of both system projects and have the authority to make recommendations to different campus groups regarding functionality, needs, policies, and business process changes that have department, college and campus impacts. This committee represents the many units that are directly involved with the management of these systems on this campus, as well as delivery, training, interfaces and reporting needs to the campus. This group is called the MOSES Committee (Monday Systems Expectations committee, because it meets every Monday until the projects are completed!). Third, there is a committee of representatives from all colleges and schools, the Admissions and Registrar’s office, and the Degree Audit Project Manager who are involved in looking at policies and processes related to transfer credit issues on the Boulder Campus. This group is called TABLET (Transfer Articulation for Boulder Team), and the roster for this committee is listed at http://registrar.colorado.edu/sis_replacement/tablet_roster.html .

The project is being led by Dave Makowksi, Assistant Vice President for Computing and Information Systems; Trish Pottersmith, Director of SIS Systems Development, and Project Manager Kari Branjord.
Planning is also in development for a Faculty Advisory Group on the Boulder Campus; a Student Advisory Group on the Boulder Campus will also be formed as soon as the systems are better defined.
With any project of this magnitude, there will be difficult times ahead, but with the constant monitoring by the Project Team, Steering Teams and Campus Review teams, these rough times should be minimized.
