In-State Tuition Petition Instructions and Deadlines

Petitions will be accepted beginning in March for the following fall and summer terms and in October for spring terms. Because a great many petitions are submitted on or shortly before the deadlines listed below (Priority Decision Deadline and Due Date), you should anticipate significant delays if you submit your petition at those times. Beginning with the First Submission Date (see below), the earlier you submit your petition, the earlier you will be notified. Don’t delay! Don’t be disappointed!! Do it sooner rather than later!!!

You will be notified of the result of your petition by email. Changes to tuition classification will also be reflected on CUConnect. Please allow up to six weeks for notification.

STATE AUDIT STANDARDS REQUIRE RENTENTION OF ALL DOCUMENTS RECEIVED AS A RECORD OF THE BASIS OF DECISIONS. YOUR PETITION AND DOCUMENTS ARE STORED UNDER STRICT STANDARDS OF SECURITY. HOWEVER, SOME PETITIONERS MAY WISH TO REDACT CERTAIN PERSONAL IDENTIFICATION INFORMATION, SUCH AS SOCIAL SECURITY NUMBERS AND BANK ACCOUNT NUMBERS. YOU MAY REDACT ALL BUT THE LAST FOUR DIGITS OF SUCH NUMBERS PRIOR TO SUBMITTING YOUR PETITION.

PLEASE INCLUDE ALL REQUIRED DOCUMENTS. Failure to do so will substantially delay a decision and your petition may be rejected if deficiencies are not corrected. Please consult a tuition classification adviser in Regent Administrative Center 105, (telephone (303) 492-0907, email tuitclass@registrar.colorado.edu) if you have problems obtaining required documents. Documentation you submit must be retained as a record of the basis of action on petitions and cannot be returned to you. You should make a copy of the entire petition, including all documentation, for your records. DO NOT FAIL TO MAKE A COPY OF EVERYTHING YOU SUBMIT!

1First Date to submit: Continuing students should not submit petitions prior to this date. New students who have been asked to petition or who are contesting a determination based on their Application for Admission may petition earlier.

2Priority Decision Deadline: Completed petitions received by this date will receive a decision prior to the enrollment deposit refund deadline applicable for continuing students.

3Due Date: Students petitioning after this date are unlikely to receive decisions prior to the tuition payment deadline. Refunds will be made when applicable. Residency status in effect at the end of a term is final. PETITIONS WILL BE ACCEPTED AFTER THE FIRST WEEK OF CLASS ONLY IN EXTENUATING CIRCUMSTANCES.

4Domicile Qualifying Date: The last date that a Colorado domicile must have been clearly established to meet the minimum one-year domicile requirement. This date is subject to changes in the University calendar.


Financial Aid recipients should submit petitions by the Priority Decision Date to allow adequate time for reprocessing of awards. In most cases, Financial Aid awards will change if your tuition classification changes. You should consult a counselor in the Office of Financial Aid to ensure your understanding of the adjustments and any new obligations you may have incurred as a result of receiving in-state status.
